I believe it’s related to obituaries, because "vale" is a farewell and "anima candida" is ‘pure soul’ so it’s generally used when paying last respects to someone.
it means
"goodbye bright spirit"
or
"be strong, bright spirit"
I disagree with Rage, based on my knowledge of Italian, I would say this means something like "An honest soul is important."
vale = counts, is important
anima = soul
candida = honest, candid
Edit: Ah. Well, perhaps I stand corrected.
