My cousin thinks he might have got an std from a girl he rescently had sex with and she doesn’t have any std’s or anything. So is it possible to get an std from a girl who does not have an std?

Yes. She may just be a carrier and not actually have the disease or display symptoms. Sometimes you can have an STD without symptoms though.
No. You can not get an STD from someone who does not have an STD in the first place. However, most STDs have no symptoms soon after infection, so you can not tell if someone has an STD just by looking at them. The only way to find out if you have an STD is to get tested.
